MĀORI LANGUAGE PLANNING - SUPPORT FOR PUBLIC SECTOR AGENCIES
Background
In late 2001, Te Taura Whiri i te Reo Māori held a Māori language planning seminar for public sector agencies. Whakawhanaungatanga - "A coordinated approach to Māori language policy and planning in the public sector", covered a range of topics from roles of government departments in Māori language planning, the integration of Māori language policy and planning through Human Resources structures, to the cost-benefits of language planning.
Expressions of interest in further language planning activities were collected from seminar attendees and subsequently a series of workshops were held in 2002 to assist public sector organisations to develop and implement Māori language policies and plans.
In the following year, representatives from 12 public service agencies attended two Māori language planning workshops. Attendee organisations included : the NZ Fire Service, Department of Defence, Ministry of Housing, Te Papa Atawhai Publishing, Ministry of Transport, Te Puni Kōkiri, NZ Police Department, Education Review Office, Statistics NZ, National Library, Wellington City Council and Department for Courts.
The purpose of the first workshop was to give participants an understanding of the issues involved in language planning and to establish a plan to collect information from their own organisations in order to be able to prepare a comprehensive Māori language plan.
The second workshop on Māori language planning was held nearly two months later. This session provided participants with practical advice on how to write up their own Māori language plans.
Te Taura Whiri has since been approached by a number of organisations who have asked for individual assistance with their Māori language plans.
Te Taura Whiri is responding to this need in two ways:
- by offering tailored language planning services to individual organisations; and
- via our Māori language planning WebPages where people can access resources and information about language planning and work at their own pace with guidelines and links.
Language Planning Services
Te Taura Whiri offers workshops to guide organisations through the development of their Māori language plans. Two forms of workshops are offered.
One Day Workshop
The one-day workshop consists of a one day session where Te Taura Whiri staff work with key people (the Working Group) in your organisation to introduce them to language planning. At the end of the session participants will have:
- a clear understanding of the ways the organisation interacts with clients, and of how and where bilingualism fits within this context;
- an understanding of the benefits of language planning for the organisation;
- an understanding of the key elements required in a relevant and successful language plan; and
- a strategy for overcoming potential barriers to successful language planning within the organisation.
Two Day Workshop
The two-day workshops consist of two days where Te Taura Whiri staff work with key people (the Working Group) in your organisation. Workbooks and facilitated sessions form the structure of the workshops.
Workshop Day One
Te Taura Whiri will take the Working Group through a one-day workshop session. At the end of this session participants will have:
- a list of tasks to enable them to complete an environmental scan of the organisation and client base;
- a clear understanding of the ways the organisation interacts with clients, and of how and where bilingualism fits within this context;
- an understanding of the key elements required in a relevant and successful language plan;
- set some priorities for the order of tasks to be undertaken: i.e. gathering relevant information, completing consultation; and
- have a strategy for overcoming potential barriers to successful language planning within the organisation.
Workshop Day Two
Te Taura Whiri will return to take the Working Group through a second one-day session. At the end of this session participants will have:
- a draft Māori language plan that includes:
External Functions - Māori language policies/guidelines
Internal Functions - Māori language policies/guidelines
- an overall structure of the plan;
- a timeline and series of milestones to implement the Māori language plan; and
- a system to monitor and evaluate the Māori language plan.
At the end of the Workshop Day Two the Working Group will have enough information to be able to formulate a Māori language plan tailored to the needs of their organisation. Contact Te Taura Whiri i te Reo Māori for further information regarding costs for the workshops.
Key to the success of this approach is the organisation having the internal capacity to complete the detail of their Māori language plan and associated policies after the Workshops are completed.
Workbooks can be downloaded from this website, and organisations are free to use the books to assist with the development of their plans without the facilitated workshops.
